Family Resource Specialist

Organizational History and Background Description:

Established in 1992, Hispanic Services Council’s mission is to increase access and opportunities for Latinos and influence the systems that serve them. HSC is a private, non-profit organization whose work focuses on developing opportunities that result in an educated, healthy, prosperous, and engaged Latino community. To achieve our mission and purpose, our programs focus on increasing the academic performance of Latino children through parental involvement, improving healthy living and nutrition, and improving the quality of life through civic engagement of Latinos at all levels in our community.


Job Description: The Family Resource Specialist provides mobile family services; assesses immediate needs of the family; evaluates and collaborates with clients in the development of case plans; functions as a liaison between clients, community service providers, program component staff and the Hillsborough County Schools. In addition, the Family Resource Specialist connects clients with services and assist with the coordination of services for clients within the Hillsborough County School system.


Key Responsibilities:

ESSENTIAL RESPONSIBILITIES

1. Provides mobile family services, conducts home visits, and provides on-site school presence.

2. Utilizes motivational interviewing when engaging clients to develops case plans, to incorporate housing, employment, and financial stability planning.

3. Coordinates and refers clients to appropriate community partners for services in other areas of need.

4. Provide concrete supports services to address client’s needs.

5. Maintain an ongoing caseload of up to 40 family cases and weekly contact to track family’s progress.

6. Provide transition support for children changing schools

7. Coordinate with the Housing, Employment and Educational team to ensure each service will be utilized to best meet the needs of the clients. Incorporate all staff in follow-through of service utilization.

8. Maintains up to date client case notes, history, and data, utilizing best practices to keep client information confidential.

9. Works collaboratively with cross-functional teams to successfully meet program outcomes and contact service agreement.

10. Access ASO funds in collaboration with Children’s Board of Hillsborough County, as payor of last resort to secure needed items to support client’s needs.

11. Participate in onsite school events to increase networking and marketing of the program services offered.

12. Meets personal goals and actively contributes to the achievement of team and organizational targets/goals as stated on the KPI. Supports team in other tasks as assigned. Attend all required staff meetings and on-going trainings.

13. Maintain professional boundaries.

14. Keep confidential records up to date and according to the Code of Ethics.

15. Serves as representative with community partners regarding the Pathways to Hope program as needed.


Knowledge, skills and abilities, including utilization of equipment, required for the position:


Education and Experience: A minimum of a Bachelor’s degree in the human services field and two years of work experience. Equivalent combination of education and experience will be considered. Must be knowledgeable about homeless issues, with experience working with individuals with mental health/substance abuse issues and/or be willing to seek continuing education related to the homeless population with opportunities for certification or licensure.


Skill Requirements:

Bilingual (Spanish) required. Must be able to work within a multi-disciplinary team framework; strong interpersonal skills; strong oral and written communications skills; dependability; demonstrates maturity and sensitivity to cultural and individual differences in clients served; ability to handle job related matters in a professional, diplomatic, and confidential manner; willing to work with minimal supervision yet be able to accept direction; well organized and detail oriented.


Requires comfort working with poor and homeless families and individuals. Requires understanding of poverty, a high degree of maturity, strong inter-personal skills and the ability to work with low socio-economic and diverse populations facing crisis situations in a professional and diplomatic manner.

Knowledge of community resources available to homeless population. Must demonstrate maturity and sensitivity to issues of faith, culture, and other sources of diversity. Ability to work as part of a team within a multi-disciplinary framework.

Ability to offer services where homeless families are staying (car, tent, motels, and housing not fit for habitation). Ability to deescalate clients on the edge of verbal or physical violence. Ability to work as part of a team within a multi-disciplinary framework.

Demonstrates computer literacy with knowledge of Microsoft Word and Excel. Requires oral and written communication skills and the ability to write reports and conduct and participate in meetings.

Physical Requirements: Hearing and speaking ability, which allows for effective oral communication; physical and emotional stamina to effectively handle job related issues and stress.

Other: Must pass applicable pre-employment screening and demonstrate legal authorization to work in the United States.

Pay: $42,000.00 - $44,000.00 per year
